The Big Bus Debate: The Future for Local Bus Service Delivery

The new policy agenda will see significant changes to the way in which bus services are delivered with local authority funding cuts, changes to Concessionary fare reimbursement and proposed reform of Bus Service Operators Grant (BSOG). Meanwhile monopolies in the bus market are being examined by the Competition Commission and the Transport Select Committee is starting a review of the industry.

Localism will have implications for how transport is delivered with both Local Enterprise Partnerships and Elected City Mayors potentially being given transport powers and with greater freedom for local authorities to decide models for service delivery. Quality Contracts are often cited as the solution but can other less prescriptive models offer the same benefits?
