Cat Goumal - Head of Education and Professional Development

Cat Goumal is Head of Education and Professional Development at the Chartered Institution of Highways and Transportation. With over a decade of managing education and professional development for professionals working in construction and the built environment, Cat now leads on all of CIHT's qualifications including the Chartered Transport Planning Professional, Chartered Engineer and the Transport Planning Technician Apprenticeship as well as raising the profile of careers in highways and transportation and ensuring CIHT members develop the skills and knowledge needed to tackle the changing requirements of the sector. 

Tom van Vuren - Chair Professional Standards Committee & Head of Digital Transport, Amey

Tom acquired the CTPP qualification in 2009, and has been using these four letters with pride ever since. A transport modeller himself, with both an academic and a consultancy background, he has reviewed numerous standard route submissions and senior route portfolios. He is a Board Member of the Transport Planning Society, sits on the DfT’s Joint Analysis Development Panel and currently Chairs the TPP Professional Standards Committee.

Karl Jarvis - Director of Transport Modelling and Appraisal, City Science

Karl became a Chartered Transport Planning Professional last year through the senior route, and his framed certificate sits proudly by his desk, he would strongly encourage others to become chartered. His background covers over 20 years of experience in primarily transport modelling, transport economics and strategy work. He has directed and managed several transport modelling jobs including the development of new countywide multi-modal models to the application of transport models for local plans, clean air plans and transport scheme assessments. His work has primarily been focused on consultancy work for public sector clients and has included being the lead auditor for the modelling of HS2 as well as acting as expert witness at public inquiry. 

Jonathan Paggett - Associate Consultant, SYSTRA  

Jonathan is an experienced Associate Consultant at SYSTRA, with 14 years of expertise in transport modelling, project and programme management, multi-modal transport planning, appraisal, evaluation and stakeholder engagement. First and foremost, Jonathan is a transport modeller. His technical proficiency extends to modelling software, including SATURN, Emme and Cube. Throughout his career, Jonathan has demonstrated proficiency in managing complex transport schemes, including his notable role in transport planning and modelling for the Birmingham 2022 Commonwealth Games, helping the team to ensure successful transport operations.  An advocate for professional development, Jonathan earned his TPP qualification in 2024, demonstrating his commitment to the highest industry standards. Jonathan is passionate about promoting the CTPP accreditation, particularly for modelling specialists and is keen to share his expertise to support the next generation of transport professionals.

Keith McGillivray - Associate (Development & Infrastructure) and Chartership Coordinator, SYSTRA 

As a non-engineer, Keith didn’t qualify for CEng so the emergence of TPP opened up a door to chartership.  He achieved TPP status in 2010 and since then has supported many other candidates with their own submissions.  He is Chartership Coordinator within SYSTRA’s Consultancy division and works to help future candidates plan ahead for, and prepare their own CTPP submissions.  In particular, Keith is keen to ensure that candidates from a modelling background who think TPP isn’t for them can better understand how their valid experience meaningfully contributes towards a successful outcome.
