TPS has submitted a detailed response to the DfT consultation on Wider Economic Impacts. It welcomes some of the clarifications and the need for an “economic narrative”, but criticises a lack of any study of the disbenefits of infrastructure schemes. The most important of these is dispersed patterns of land use resulting from road schemes in the absence of proper road pricing. These would, in terms of the DfT’s own analysis, cause disbenefits from “de-agglomeration”. This is missing in the DfT document, despite having been drawn to their attention by many experts during the consultative meetings.
