Background:
There is growing evidence that travel in the twenty-first century will be different from travel in the past. There are changes in trend in statistical time series, reflecting shifts in social behaviour and demographics. There are developments in technology, the fast evolving digital technologies beginning to make an impact on the slow-to-change civil and mechanical engineering technologies. And there are innovations in institutional arrangements, devolution in particular. All these changes are pointing up the shortcomings of the standard methodologies for forecasting travel demand and appraising investments. Travel time savings are not a good measure of the enhancement of economic activity that can arise from improved access. Changes in land use can no longer be disregarded when estimating the economic benefits of new transport investment. Fresh thinking is needed in which transport planners could take the initiative.
