Transport Planning Team Lead

Job Description

This allows us to make clear-sighted, thoughtful, long-term decisions about our priorities as a business and as a member of a sustainable society. The is a leadership post based within the Consulting team at the Belfast Office, requiring extensive liaison with other Arup offices.The Consulting team comprises of a group of c85 staff in our North Region, spread across Belfast, Glasgow, Edinburgh and Newcastle offices. Forming part of this Consulting team, Transport Planning comprises 30 staff across the same offices.  Consulting North is part of an Arup wide International Consulting business and a major part of the whole Arup structure comprising over 14,000 staff in 85 offices worldwide.

The post will require the candidate to work in association with and assist other Transport Planning, Consulting and Advisory teams in other Arup offices (UK & Worldwide) as well as with other disciplines in Ireland. The Role

  • Working with the senior leadership in Ireland and Consulting North to grow the Belfast based transport team and contribute to wider growth strategies in key transport policy areas.
  • Project Manager/Lead Technical Advisor for large planning, strategy and policy commissions.  Leading multidisciplinary projects, focusing on problem solving, technical delivery and the commercial success of projects.
  • Presenting at client meetings, winning new work, reviewing the work of others and guiding the delivery of the work undertaken by consultants and analysts.   
  • Promoting and encouraging excellence and quality of work in all activities performed by the Transport Planning team. 
  • Bid Manager for large Transport Planning/Business Case project opportunities. Focusing on project creation, developing bid winning themes and delivering bids on time to an agreed budget.
  • Maintaining positive relationships with key clients and emphasising client focus with the team. 
  • Keeping up-to-date with market developments, anticipating market changes, and assessing opportunities for the expansion of services. 
  • Maintaining close relationships with key stakeholders on major projects operating in the North region.
  • Identify their strategic project priorities in order to position Arup for future work. 
  • Supporting the development of a positive industry profile in this market for Arup and specifically for the Transport Planning business. 
  • Developing, mentoring and coaching staff, ensuring that new team skills are developed in relation to new market opportunities.  
  • Line management of junior staff with Transport Planning, policy and business case skills.
  • Working as part of the UKIMEA Transport Consulting team, supporting the development and implementation of the strategy and vision for Transport Consulting across the North area.
  • Supporting greater integration of Arup’s work across the UK and beyond. 
  • Promoting and communicating Arup’s values and setting standards of behaviour and accountability for staff in relation to those values.

Requirements and skills

Essential Skills and Knowledge

  • Proven experience in Transport Planning, in particular in multi-modal transport systems (including strategy and policy development and the preparation of business cases for transport interventions).
  • Ability to understand the technical performance of different transport systems.
  • Good understanding of transport modelling and economics and how these can contribute to wider technical or policy submissions.
  • Ability to specify and interpret transport analysis in traditional macro/micro-sim software is essential.
  • Proven ability in preparation and development of transport schemes and to deliver successful public-sector funding and business case submissions as well as preparing business plans for transport investment on behalf of private sector clients.
  • Experience in strategic appraisal and evaluation of transport schemes, ability to analyse existing applications and deliver clear and implementable improvement plans, demonstrating knowledge and/ or experience in the use and interpretation of data analytics/ management/ GIS in studies.
  • Knowledge/experience of the development of active travel projects would be beneficial.
  • Ability to deliver clearly argued and compelling reports that will add value to clients.
  • Should have sufficient practical experience to be able to participate in or run meetings with transport agencies, operators, local authorities and private sector clients to demonstrate competence, understanding and a problem-solving attitude.
  • Experience on client and consultant sides, as well as bringing existing industry contacts and a reputation for competence and ability, would be highly desirable.

Commercial

  • Good project management skills and ability to successfully deliver projects to budget and time.
  • Good understanding of transport commercial issues (e.g. benefits and costs of transport schemes and likely key considerations which might affect delivery).
  • Understanding of project development processes.

Managerial

  • Proven experience of managing a team.
  • Self-motivated.
  • Ability to build and maintain relationships.
  • Proven business development experience.

Other desirable qualities 

  • National profile in the transport arena. 
  • International experience.
  • Proven experience of delivering profitable projects and generating repeat business.

Qualifications:Essential 

  • Degree qualification and Chartered in relevant institution IHT/ TPP/ ICE or similar.
  • Knowledge of transport industry (Local Authorities, transport operating companies, Freight Operating Companies, Translink).

Desirable skills and knowledge:

  • Wealth of experience in Transport Planning (projects or functional management).
