Transport, modal shift and active travel are crucial components of Ealing’s overarching strategy to address the climate emergency and plays an important role in supporting good growth, good jobs and equality in the borough. We are looking for a highly motivated, forward thinking and effective leader to join our directorate as Head of Transport (Active & Sustainable Travel). Working in the Housing and Environment Directorate, reporting to the Assistant Director for Environment & Living Streets you will take the lead on the design and delivery of a range of transformative and ambitious initiatives across Ealing’s 7 vibrant and diverse towns, aimed at ensuring that the borough is well equipped to address existing, emerging and long term strategic transport challenges.
Ealing’s Transport Strategy is under review. This will, along with the Council’s existing Climate and Ecological Emergency, Air Quality Strategy and Travel in Ealing Charter, set out a focus for the work of the service. With residents at the heart of everything we do, connected communities, effective communications, engagement and co design will be crucial to ensure delivery of the Council’s transport related ambition. Much progress has been made, but there is a lot more to do.
We are looking for an exceptional individual who is passionate about Transport and Active Travel, and who possesses the skills and experience to successfully deliver the Council’s vision, including in 2024/25 an ambitious £28m programme of highways transformation works aimed at improving network connectivity, prioritising modal shift and reducing carbon impact. The successful candidate will be an innovative thinker who knows how to motivate, inform and bring people together, working across the council and communities and with a range of external stakeholders (businesses, other public sector partners, organisations, voluntary and community sector organisations) to deliver our strategic transport aims.
The Environment & Living Streets Division brings together Transport Planning, Highways Management and Maintenance, Parking Services, Waste Management and Environmental Enforcement. The successful candidate will be working in a directorate full of people dedicated to achieving great things with a joint vision, and in an organisation an appetite for innovation and continuous improvement to ensure we deliver the best for our residents, businesses and visitors.

JOB DESCRIPTION
PURPOSE OF ROLE:
· The role is pivotal to shaping Ealing for the better and tackling the big challenges that the Borough faces, like the climate emergency, enabling good growth, and the growing inequalities that hold too many people back from living happy and healthy lives. · The role will follow the Travel in Ealing Charter to develop, in an open, transparent, and inclusive way, a new approach to working with residents and businesses to identify the transport issues they face and to address these in ways that enable people to live in healthy, sustainable, and cohesive communities and neighbourhoods. · The role will promote active and sustainable travel, both within the Council itself and with Ealing’s residents, businesses and other key stakeholders. This will involve clear communication concerning the benefits of achieving substantial mode shift, the risks of not doing so, and the opportunities to change – recognising the real challenges residents and businesses face in changing how they go about their daily lives and established ways of working. · The role will ensure all activity, from the Transport Strategy to individual schemes, is outcomes-focused, so that success in achieving stated objectives can be assessed and clearly communicated, and that lessons for future activity can be learned. · Acting as the Council’s lead transport officer, the role will work closely alongside the Chief Highways Engineer to ensure all transport-related interventions and schemes are designed and delivered in accordance with relevant guidance and standards, recognised best practice, and prevailing laws. · The role will ensure that best use is made of available resources, and that the delivery of transport schemes and other initiatives meets the objectives and aspirations of the Council Plan and other relevant polices and strategies. · The role will be responsible for providing technical expertise, advice, training, and leadership to the Transport team. · The role will ensure that appropriate transport input and advice is provided to the Planning, Regeneration, Highways, Climate Action and other teams, including reviewing transport assessments, assisting in the development of the Local Plan, and inputting on other strategic Council documents such as local frameworks and masterplans. · The role will be responsible for building and maintaining relationships with key transport stakeholders, including Transport for London, the Department for Transport, Heathrow Airport Ltd, HS2, and the Old Oak and Park Royal Development Corporation. It will ensure that Ealing’s interests are represented and that there is effective collaboration on strategic transport objectives.

KEY ACCOUNTABILITIES:
1. Act as the Council’s lead transport officer and ensure the successful delivery of the Transport aspects of the Council Plan.
2. Produce the Ealing Transport Strategy, in line with other Council strategies, and the statutory Local Implementation Plan in line with the Mayor’s Transport Strategy. Work with other Council teams and partners to ensure the successful delivery of these strategies.
3. Responsible for ensuring the early adoption of industry best practice and design guidance in transport planning and related fields.
4. As the Council’s lead transport officer, and collaborating with external stakeholders as necessary, ensure that the Council’s transport and other relevant policy priorities are achieved through all new development and regeneration programmes that are in or otherwise affect the borough.
5. Lead a team of transport planning staff who have responsibility for devising transport interventions. You will act as a mentor and enable the team to develop to meet the future needs of the council and our residents.
6. Manage budgets and be accountable for the way that the money is spent, ensuring that the Council always delivers the best possible value for money for its residents.
7. Ensure that the principles of the Travel in Ealing Charter are followed in engaging with residents and local stakeholders concerning transport schemes and related initiatives. |
