About us

As part of the Strategic Transport business area within the Transport Policy service, the Area Travel Plans (ATP) team is a new team that will have the responsibility for writing ATPs, aligning to the Local Transport and Connectivity Plan (LTCP), securing approval and updating them. This will include ensuring that countywide strategies and programmes such as Mobility Hubs, Rail, Bus and Active Travel are integrated.

The team will also work closely with teams in the Placemaking service, who will provide advice and intelligence to the ATP development and update process and across the Council with teams including Public Health.

This is a new approach for the County Council and we need enthusiastic fresh thinking individuals that understand how to make places and people thrive.

About the role

The Area Travel Plans Team Leader will lead and manage the team, with responsibility for delivery of the programme of Local Transport Connectivity Plan (LTCP) Part 2 Area Travel Plans (ATPs) including budget and resources. The role will ensure these Plans support, inform and enable Place-led approaches and priorities, and are integrated with and help inform District Council Local Plans and associated Infrastructure Delivery Plans.

The role will work closely with the Operational Manager to deliver relevant parts of the Service Plan and with colleagues across the Council to embed the systems to achieve continuous improvement, establishing challenging performance goals and reporting progress.

Other Responsibilities of the role will include:

  • Working with our residents, staff, members, partners and suppliers to ensure the delivery of required outcomes, in a consistent way, using the right skills and the most appropriate delivery methods.
  • Driving continuous improvement so we can be even more ambitious for our organisation and communities in the future.
  • Supporting our Organisation, People and Partners to look forward, using analysis and evidence to inform plans, manage risks appropriately and apply insight to ensure the delivery of effective services for our local people.
  • Learning and adapt to deliver positive outcomes in efficient and consistent ways, constructively challenging how services are provided and working together to build on our strengths.
  • Acting as a senior advisor to the Head of Service, providing detailed information on operational issues, service delivery and management of staff to enable effective service planning and decision-making, including deputising as required.

About you

We’re looking for someone who has experience of delivering complex programmes of change, requiring people and project management skills and effective communication of key messages to diverse teams. You will need the ability and skill to make important financial decisions and be able to use your own judgment in a range of situations, dealing with complex case issues and sensitive situations.

Excellent communication, presentation and negotiation skills, with the ability to prepare clear and concise reports will be required, whilst having the understanding and experience using data, insight and performance measures to assess the impact and inform decisions to improve outcomes.
