Do you want to take on a role that shapes the future strategy for the railway in the South East? Our strategic transport planning communities are responsible for the long term planning of the railway network. We provide advice and choices to decision makers, especially funders and franchising authorities. We work with stakeholders collaboratively to understand, inform and communicate their goals and show how the railway can help achieve them.

We take an independent and long-term view, that goes beyond the duration of today's franchises, to consider options including different timetable patterns; more trains; longer trains; infrastructure options (e.g. digital railway); or new physical infrastructure (e.g. grade separated junctions).

Our work includes leading or clienting demand forecasts, business case appraisals, whole industry economic and station capacity analysis, geographic and market-based studies, network studies, and portfolio advice to national funders

About the role:

  1. Lead cross-functional teams to develop strategic plans for the region.
  2. Develop strategic plans for specified routes and contribute to strategic planning of more complex routes, based on needs and priorities of stakeholders.
  3. Co-ordinate analysis for capacity studies, taking into account the existing capability, contractual & regulatory obligations, and the implications of expected future traffic levels.
  4. Work with the Lead Strategic Planner to undertake business appraisal of complex projects and route strategies.  Identify industry benefits of service and network changes including journey time improvements and frequency increases
  5. Work with sponsors of major asset renewal and enhancement schemes to identify any interface with route/strategic strategies and develop, where appropriate, combined development and delivery strategies.
  6. Assist with the Route’s input to the Whole Industry Strategic Plan, in particular the presentation of strategic study outputs.
  7. Identifying the needs and priorities of stakeholders and monitor strategic planning activities to ensure that they are being met. Lead liaison with internal and external parties.

 

Job Skills, Experience and Qualifications

 

Essential

  • Experience of network strategy and business planning
  • Understanding of the basic infrastructure issues which influence capacity 
  • Numerate degree or equivalent
  • Good relationship management with good experience of cross-functional, collaborative working
  • Good communication skills (both written and verbal) skills
  • Good commercial and financial awareness, including understanding economic trade-off analysis
  • Knowledge of rail industry and commercial framework

 

Desirable

  • Knowledge of Network Rail’s sponsorship and investment processes and procedures
  • Knowledge of project development and delivery processes
  • A wide-ranging knowledge of the customers and assets of the route.

Salary: £ 44,690 - £50,276
