We are delighted to have put together a panel of experts to present their views on how we can get the most out of investment in transport during the coming years of constrained public expenditure. After the presentations, there will be an opportunity to ask questions of the experts and to debate the whole issue of transport investment and appraisal.

Gavin Gaunt is head of the Project Modelling and Appraisal team at the DfT. He was a member of the Eddington Transport Study team, and more recently programme managed the NATA Refresh. He is now responsible for the development of transport modelling expertise within the Department and the production and dissemination of guidance via WebTAG. Gavin will speak on the role of appraisal in decision making.

Paul Godier is a former managing director of London Underground, Chief Executive of Bournemouth Borough Council, and CfIT Commissioner. Paul will talk about the CfIT work on “Transport Challenges and Opportunities: Getting more for less”, which was published in September 2010.

Phil Goodwin is Professor of Transport Policy at the Centre for Transport and Society at UWE, and is active in advisory work for public, private, voluntary and overseas agencies in the field of transport and, in particular, transport policy and appraisal. Phil will speak about getting better value for
money from transport investment.

Bill Tyson is a transport economist, former chairman and managing director of the Transport Management Group, and currently a member of the Independent Transport Commission. Bill will present the findings of a recent ITC Paper exploring “The Benefit, or Hidden Costs, of Social Cost
Benefit Analysis in Transport”.
