Addressing TPS in Edinburgh, David Quarmby, Chair of the RAC Foundation concluded that while the institutional structure for national rail is far from perfect, it is working reasonably well, but he questioned whether the 10p paid by the taxpayer for every 12p paid by passengers represented value for money.
