Following its submission on the draft NNNPS, the TPS was called to give evidence to the Transport Select Committee on 26th June. Representing TPS Keith Buchan responded to questions exploring the need for meaningful testing of alternatives, better integration with local, regional and sub-regional policies and programmes, and respect for an evidence based approach. On the latter, TPS pointed out that the draft NNNPS is misleading on traffic generation and carbon and the committee was asked to take this up with DfT when they appear. The need for skills to deliver a more open minded, problem solving approach was also put to the Committee and the progress made in Scotland highlighted.
Overall the point was made that the new draft had many positive statements but the actual policies contradicted them at key points in the document. In this sense it failed to move forward from the existing draft which was now clearly out of date.
The TPS submission can be accessed here.
The 3NPS work will lead directly into the TPS response on RIS3 which is now being drafted. Members have already been asked to supply input to the Policy Group and the consultation: “Shaping the future of England's strategic roads” ends on 13th July. https://www.gov.uk/government/consultations/shaping-the-future-of-englands-strategic-roads
