Strategic Development Manager

Job Description

Are you seeking an opportunity where you will play a valuable role in developing and promoting the statutory powers and funding for some of the most significant public transport developments in the North West? Would you enjoy the challenge of managing the transition of initiatives from concepts into deliverable schemes?

This is a busy and exciting time for Transport for Greater Manchester, under the Devolution Agreement and with the Mayor placing Greater Manchester at the heart of the Northern Powerhouse, transport will play a vital role in the supporting sustainable economic growth and access to opportunities in the UK’s largest regional economy outside of London.

TfGM and Greater Manchester Combined Authority are developing strategies and making plans for the next generation of expansion of the urban transit network. High Speed rail connections are being planned to provide greater inter-regional connectivity, and the emerging technology of Tram-Train is being developed. Metrolink is carrying more people than ever before, and Greater Manchester’s guided bus BRT services are proving to be enormously popular. We are now identifying the schemes which will comprise the programme for the next 25 years as TfGM responds to the opportunities posed by the GM Mayor’s One Network Agenda and the Greater Manchester Spatial Strategy.

As a Strategic Development Manager in the Transport Strategy Directorate you will play an active role in the development of a portfolio of enhancements and extensions. These developments will vary widely in scale from settling the case for individual Metrolink Stop improvements, or vehicle fleet replacement proposals, through to integrating High Speed into Greater Manchester or completely new Metrolink/Tram-Train extensions.

A sound background in scheme identification and development particularly at the front end of the project life cycle is sought preferably also including the promotion of statutory powers, for example TWA and Highways Orders or Hybrid Bill experience. You will also have a track record of building productive working relations with a variety of technical, non-technical and public stakeholders in pursuit of scheme development. It is also important that you have a creative flair in your approach to developing solutions, and an ability to communicate these solutions at all levels. You will also be educated to degree level.

The salary for this role is £49,880 - £56,144 per annum. Salary on appointment will be dependent on your skills and experience. In return, as well as a competitive salary, we also offer a range of fantastic benefits, such as:

  • Free Rail or Metrolink travel to and from work within the Greater Manchester boundary
  • Free bus travel within Greater Manchester
  • 27 days holiday per annum
  • Access to the local government pension scheme

At TfGM we encourage candidates to discuss flexible working options at any stage of the recruitment process.

We welcome and encourage applications from everyone regardless of age, disability, gender, ethnicity, religion and sexual orientation.  We are actively building a diverse workforce and want to create an inclusive environment as we recognise the importance of our workforce reflecting the communities we serve.

If you are excited by the prospect of this role and have the skills and experience we are seeking, we would really like to hear from you!
