Lead Transport Planner

Job Description

As a Lead Transport Planner at HS2, you will provide strategic and technical direction on transport planning matters across all HS2 activity and phases, and in particular in relation to hybrid Bill development and defence. Lead the development of HS2 transport planning policy and strategies, and oversee delivery of associated transport assessment activity. Support the assurance of design and physical deliverables, and provide assurance that HS2 has met its obligations.

About the Role:

  • Provide oversight to the development of traffic and transport elements of the Environmental Statement, and associated Transport Assessment, ensuring alignment with HS2 and industry guidance.
  • Lead the preparation, coordination and delivery of transport evidence and advice as required to defend the hybrid Bill.
  • Provide strategic direction on environmental assessment and reporting of transport impacts across all phases, and in so doing working closely with the Lead Transport Analyst.
  • Lead the development of policies, strategies and standards that will ensure that HS2 meets its obligations and delivers credible and coherent transport solutions. Page 3 of 5
  • Manage transport planning and analysis activity, including the management of direct resource, resources deployed across the phases and across the Professional Service Contractors (PSC) and contracting teams.
  • Support the Head of Transport Planning in setting delivery strategy and developing the functional requirements of the Transport Planning discipline.
  • Develop and manage relationships with external stakeholders (TfL, DfT, TfN etc.), industry partners (NR etc.) and local authorities on transport planning matters related to the HS2 scheme.
  • Actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI.

About You:

  • Address and resolve complex multi-dimensional transport planning and analysis issues, including relationships with other technical disciplines, HS2 contractors/consultants and external stakeholders
  • Expert knowledge of the requirements for complex wide-area Transport Assessments and Environmental Statements and related mitigation strategies
  • Expert knowledge of the transport interactions with and requirements of related environmental topics and engineering disciplines, including construction and logistics
  • Knowledge of major scheme design processes and the requirements of the hybrid Bill
  • Experience of leading delivery of transport planning and environmental assessment related elements of major infrastructure projects
