We welcome the publication of the updated Green Book and HM Treasury’s continued focus on keeping it relevant and effective. The new version reflects last year’s Green Book Review, which the TPS welcomed for its emphasis on clearer objectives, stronger strategic cases, better consideration of place, and a shift away from over-simplistic value-for-money metrics.
As the TPS set out in its response to the Review, what matters most for transport is how these principles are reflected in the Department for Transport’s detailed appraisal guidance, including Transport Analysis Guidance and the Value for Money Framework. We have previously called on the DfT to use the updated Green Book to support more proportionate appraisal, clearer treatment of transformational change, improved handling of carbon and wider outcomes, and greater transparency for decision-makers.
