Will PedleyFollowing the adoption of Oxford County Council (OCC)’s ‘Implementing Decide & Provide’ document in September 2022, this lecture will explore how the document was developed and its role as part of other planning processes. It will also consider the legislation and policy context including how it relates to the National Planning Policy Framework (NPPF).

Some initial experiences of the document’s implementation in practice will be reflected upon, acknowledging some of the challenges encountered in terms of the methodology and the potential outcomes.

Finally, other recent examples of how transport assessment guidance is evolving will be looked at and some suggestions as to how legislation and policy might better support more forward-thinking transport planning will be discussed.

Will Pedley: Transport Planner of the Year 2023, Will has been a transport planner at Oxfordshire County Council (OCC) for eight years, working on a wide range of projects including scheme optioneering, local plan development, and securing mitigation and connectivity provision for strategic housing and employment sites. Will is now a Transport Planning Technical Lead covering the southern part of the county. 

He authored OCC's 'Implementing Decide & Provide' document, which details a methodology for undertaking transport assessments, giving priority to sustainable and active travel.
