Work Location: The Castle, Winchester, with flexible working from home 

Hours per week: 2 x 37 hours, 1 x 22.2 hour posts available

Can you help us deliver a radical new transport plan?

Our radical new Local Transport Plan means it’s an exciting time to join our team and make a difference. The plan aims for carbon neutrality, thriving communities, and increased wellbeing for our residents. We’re looking for three Senior Transport Planners to help us expand our capacity. 

One of the new roles would lead a dedicated new small team, helping developers to comply with obligations on delivering travel plans. These travel plans and schemes will include incentives and behaviour change initiatives to encourage travel by public transport and active modes. 

As part of this role you will get stuck in to the detail, explore how developers can make best use of their travel plan budget to support active travel and public transport use, on a case-by-case basis and engage with relevant stakeholders. You will help to develop new travel plan guidance and support your team to review travel plans submitted by developers against this and to monitor their progress. You will have line management responsibilities and will be expected to help your team to grow their skills and experience whilst also improving internal transport planning processes. You will need to be self-motivated and a team player with an eye for detail. You will need to be efficient, organised and able to support good working relationships with staff and external stakeholders. 

Additional new roles will also be available in our existing traded services team who work on projects funded by internal clients and external organisations such as other local authorities, including our own Borough, District and Parish Councils, but also extending outside, for example, to the Isle of Wight, Berkshire and West Sussex. The team is directly employed by HCC and acts as a consultancy to develop and deliver projects for others. The team aims to generate an income to the Council and develop our in-house expertise. 

You will be working with clients on their transport projects. This will involve project management from developing a proposal through to project completion; managing budgets and programmes; and coordinating the work of other staff within our team, other departments and sometimes other consultants involved in delivering your projects. You will need a keen eye for detail and be able to manage information in a logical way that meets legal regulations such as GDPR; and keep the client informed. Examples of recent projects include Local Plan transport assessments, development led transport assessments and statements, travel plans, Local Cycling and Walking Infrastructure Plans, walking and cycling audits, masterplans, surveys, bid development, and studies from feasibility through to detailed design. 

All projects are bespoke to the client and have their own challenges, so you’ll need to be the type of person who can pro-actively rise to these challenges, manage risks and develop solutions. There is a significant relationship-management aspect to the role that is needed to deliver for existing clients and stakeholders; and maintain our good reputation in order to develop our client base. Political awareness and the ability to communicate well in writing, face-to-face and on the phone are requirements of the role.
