Job Description

The System Operator leads the development of the strategy for the rail network putting the needs of passengers and freight users at the heart of our plans to meet funder and stakeholder objectives. An exciting opportunity exists to lead the team developing the plans for the West Coast Main Line, Chilterns, West Midlands and North West. A proven leader you will bring experience of working with a range of stakeholders to meet business needs or create strategies. 

You will lead the identification, development and implementation of the appropriate train services and infrastructure to meet the needs of the rail industry, its users, funders and stakeholders. 

Key Accountabilities:

  • Establish and lead cross industry teams to develop strategies for the rail network that put passengers and freight users at their heart and provide rail service choices for funders to meet their strategic objectives. You will own the content and logic of the analysis and strategies and lead the initial development of identified options for funders.
  • Lead for the company in the development of new franchise specifications and revised franchise requirements, with a particular emphasis on consistency with network strategy , performance, maintenance and operational impact. Act as internal client for any related development work.
  • Lead for the System Operator on the delivery of services to the Network Rail Route team.
  • Undertake the role of client for all schemes that change the capability of the network, leading and managing the client activity for these interventions within the region.
  • Be ultimately responsible for project/programme benefit realisation within the funded enhancement
  • Be the escalation point for project/programmes incurring issues which require intervention. Represent the project/programme and champion client requirements through to successful resolution.

Essential

  • Able to demonstrate significant experience within management roles in an industrial/commercial environment.
  • Leadership skills – able to direct, develop and motivate teams.
  • Strong results orientation, focused on organising and bringing people and resources together to achieve objectives.
  • Comfortable dealing with ambiguity, remaining focused on the key business deliverables.
  • Strong commercial and financial awareness.
  • Experience of project development and delivery processes

Desirable

  • Wide experience of strategic/business planning in an environment with a number of challenging stakeholders whose support is often critical to success.
  • Knowledge of socio-economic appraisal techniques.
  • Good understanding of the context of central, regional and local rail planning in Great Britain.
  • Degree holder or of graduate calibre.
  • Experience of Rail Industry Planning Processes.
  • Experience of Network Rail project development and delivery process.
  • A good understanding of the context of central, regional and local rail planning in the UK.
  • A good understanding of railway operations in the regio
