Senior Station Capacity Specialist

Job Description

Network Rail is at the heart of revitalising Britain’s railway. From Crossrail – Europe’s largest civil engineering project – to investment in world-class stations and major programmes of electrification, we're involved in some of the most ambitious and diverse ventures that this country has ever seen.

In Network Rail we have a dedicated Station Capacity team that specialises in assessing station layouts in relation to people movement. We use specialist pedestrian simulation techniques and software to identify and resolve capacity issues related to station structures. Our core task is to look to the future within each route in order to identify stations which could be faced with station capacity issues in the coming 20 to 30 years. We work alongside the Economic Analysis team who forecast growth and demand across the route, and we in turn highlight the stations where this demand at the station could exceed capacity. During these route studies we engage with the relevant TOC’s to ensure we examine the stations in more detail which need it most.

We also assist project teams to ensure they get the best value for money and quality of outputs from their consultants, as well as more formal reviews and sign-offs of technical work

Job purpose

  • To independently lead on packages of work within station capacity projects and be responsible for delivery of small to medium sized station projects following correct policy, standards, guidance, processes and practices to maintain consistently high
  • performing stations that support safe movement of passengers. To assist in the technical development of more junior team members.
  • Key accountabilities
  • To lead on the preparation of passenger capacity assessment remits and proposals so that they accurately define the scope, method of analysis, data collection, output definition and any risks for projects from pre-GRIP stage to GRIP 8, with the objective of delivering and maintaining high performing stations.
  • To identify station passenger capacity constraints to determine improvements, accommodate future passenger demand whilst complying with corporate standards, optimising operational effectiveness and contributing to the achievement of Network Rail’s corporate objectives. To deliver small to medium projects to time and cost and to a high quality standard.
  • To carry out model audits of colleagues and consultants work according to team's auditing process, and report on findings.
  • Support the application of innovative techniques for capacity analysis and passenger data collection for station design development.
  • Support the technical development of junior team members to enable efficient and effective service delivery and supervise and mentor one or two junior staff in their technical development.  
  • You will also get involved in more strategic work looking at where we might need to do congestion relief schemes in the future and how we can mitigate safety risks deriving from congestion.
  • We continuously try to improve our methodologies and processes so you will be encourage to use your skills and creativity to innovate and improve what we do.
  • In addition you will develop and maintain effective working relationships with key internal stakeholders to fully determine the requirements for station design proposals.

Job skills, experience and qualifications 

Essential: 

  • Degree in a relevant subject, such as Transport Planning/Engineering, Geography, Mathematics or equivalent experience.
  • Senior Consultant level experience, including significant experience and knowledge in different relevant pedestrian modelling software packages working on railway projects.
  • Project management experience, delivering small to medium sized projects in pedestrian modelling to quality standards, on time and within budget.
  • Experience of delegating specific tasks and supervising others in the completion of these tasks.
  • Proven ability to innovate and create solutions to complex modelling issues
  • Good presentation skills adjusting presentation style to differing audiences.
  • Proven ability in drafting technical notes which are clear and concise and understood by others.
  • The ability to communicate technical and management aspects of work to a senior audience.
  • Good appreciation of project risk issues and application of these to day-to-day tasks.

Desirable:

  • Understanding of the Rail Industry planning cycles and processes.
  • Experience in using the following applications: Sketch-Up, AutoCAD, ArcGIS, VBA.
