Appraisal and Analysis Manager

Job Description

Are you seeking a role which offers the opportunity to be a driving force in transport strategy at a pivotal time for Greater Manchester? Do you want to be at the heart of the next Greater Manchester transport investment plan that will shape the future of our ambitious city region?

As Appraisal and Analysis Manager you will lead the team which ensures that our proposals and strategies for an integrated, high capacity transport system are backed up by robust and rigorous analysis. You will be involved in a range of exciting projects to help to deliver our Greater Manchester 2040 Transport Strategy and to respond effectively to the opportunities presented by Greater Manchester’s devolution agreement.
You will devise an effective Value for Money assessment framework and lead on ensuring that it is applied to a consistently high standard across Transport for Greater Manchester. And, you will develop strong relationships with a range of stakeholders, including the Department for Transport, Operators, Greater Manchester Combined Authority, public and private sector organisations to understand priorities.

Transport for Greater Manchester oversees transport in Greater Manchester, delivering and improving transport services, facilities and information to make travel easier for everyone. We deliver high-profile, large-scale transport projects, and it’s our experts who provide the information and analysis to shape transport strategy. This is a busy and exciting time for us: with the city region's first elected mayor taking office in May 2017 and with Greater Manchester at the heart of the Northern Powerhouse, transport will play a vital role in supporting growth and prosperity in the UK’s largest regional economy outside London.

You will have proven experience of successfully taking major scheme business case appraisals through the Department for Transport’s approval process or equivalent and significant experience of applying transport appraisal techniques to support strategy and scheme development. A sound background in the economics of transport operations is required with a track record of leading and managing high performing teams. Experience of working at a senior level, engaging with external organisations and stakeholders is essential.
